On-Campus Use of Alcohol Policy

PURPOSE

The University of Indianapolis (the “University”) is committed to maintaining a safe and inviting campus environment for its community members and visitors. This policy provides a consistent approach to alcohol usage on campus, and adheres to all federal, state, and local laws.


SCOPE

All persons must comply with the policies of the University and the Board of Trustees governing the use, possession, distribution, and sale of alcoholic beverages while on University property or attending University events. This policy excludes gameday alcohol sales and tailgating.


POLICY STATEMENT

It is the policy of the University that alcohol is not permitted on campus unless otherwise permitted by this policy. It is also the policy of the University that no alcoholic beverages shall be sold, delivered, given, served to, possessed, or consumed by any person under the age of 21. The University is committed to maintaining a safe and inviting campus environment for its community members and visitors. This policy provides a consistent approach to alcohol usage on campus, and adheres to federal, state, and local laws and ordinances. All members of the University community and visitors to the University campus are required to follow this policy. 


All persons must comply with federal, state, and local laws and the policies of the University and the University’s Board of Trustees governing the use, possession, manufacture, distribution, dispensation, and sale of alcoholic beverages while on campus.


Unless otherwise permitted by this policy, no outside alcohol may be brought onto the University campus. Unless otherwise permitted by this policy, only alcohol being served and/or sold by the University’s authorized vendor may be brought into any University building, facility, or venue. 

  1. APPROVAL AND REVIEW PROCESS FOR EVENTS ON CAMPUS
    1. Approval Requirement - All events must go through an approval process, regardless of campus location or age of attendee, unless authorized in writing by the Chief of Staff. 
    2. Approval Authority - Alcohol at events will be reviewed and authorized by the University Chief of Staff and the Senior Director of University Events. Athletics-sponsored events in an athletic facility will be reviewed and authorized by the Director of Intercollegiate Athletics or their designee. Approvals may be subject to review by the University of Indianapolis Police Department (UIPD) and/or Office of General Counsel as needed.
    3. Approval Process - An event organizer must submit an Alcohol Request Form at least thirty (30) days prior to the event date if alcohol is planned to be served. Exceptions to the thirty-day submission requirement may be granted at the discretion of the Chief of Staff, Senior Director of University Events or the Director of Intercollegiate Athletics or his/her designee, as applicable. Any and all approvals for events with alcohol shall be communicated to the event organizer and copied to police@uindy.edu.
  2. SERVICE REQUIREMENTS
    1. Authorized Vendor - Quest Food Management Services, LLC (Quest) is the exclusive alcohol vendor for all events on campus where alcohol is served, whether University-sponsored or externally hosted. Other alcohol vendors are not permitted.
    2. Permitted Alcoholic Beverages - Only beer and wine may be served at events held on campus. Service of distilled spirits or other alcoholic beverages is prohibited.
    3. Security Requirements for External Rentals and Any Event with Students - An event organizer is required to hire an off-duty UIPD officer to be present at any campus event during the portion of the event where alcohol is served when any student is present. The officer’s services will be charged at the then-current special event rate, with a four-hour minimum.
  3. GENERAL COMPLIANCE AND RESPONSIBILITIES
    1. No alcoholic beverages shall be sold, delivered, or given to any person under the age of 21.
    2. The event organizer must work with Quest to determine a plan for identifying individuals of legal drinking age (e.g., wristbands or hand stamps).
    3. Event organizers are responsible for guest behavior and compliance with all applicable University policies as well as state and federal laws.
    4. No University employee may serve in a bartending or alcohol pouring capacity for any on-campus event.
    5. No individual who is visibly intoxicated shall be served.
    6. All alcohol shall only be consumed in designated areas. No alcohol may be removed from designated areas.
    7. All designated exits shall be clearly marked.
    8. UIPD officers shall be present at any athletics venue where alcohol is being sold and/or served.
    9. No alcohol sales shall occur earlier or later than those times that may be designated by Indiana law.
    10. No outside alcohol may be brought into any University venue. Only alcohol being served and/or sold by the University’s authorized vendor may be brought into any venue.
    11. The University may require guests to purchase a ticket to access athletics venues and restricted areas where alcohol is being served and/or sold.
  4. UNIVERSITY HOUSING
    1. Except as otherwise allowed by this policy, no alcohol may be possessed, served, manufactured and/or consumed in any of the University residence halls. However, alcohol may be brought into and consumed responsibly at Greyhound Village, University Lofts, and College Crossing by lessees and their invitees in accordance with this policy and the lease agreement. All events held at Greyhound Village, University Lofts, and College Crossing where alcohol is to be served must adhere to this policy. Additionally, no University funds or monies from student organization accounts may be used to purchase alcoholic beverages without the authorization of the Dean of Students or their designee. 
  5. RESERVATION OF RIGHTS
    1. The University expressly reserves the right to amend this policy at any time with or without advance notice.
    2. The University reserves the right to discontinue alcohol sales and/or service at any time and for any reason during any event where alcohol use may be authorized pursuant to this policy.
    3. The University reserves the right to instruct its authorized vendor to deny alcohol sales or service to any individual who is visibly intoxicated.
    4. The University reserves the right to remove from the event and/or campus any individual engaging in conduct that is illegal and/or conduct that violates this or other University policies.

GLOSSARY

Campus: University-owned or leased buildings, grounds and property, including sidewalks and streets within campus boundaries.
